VA Secretary McDonald

Once again, Robert McDonald, the Secretary of Veterans Affairs has made the headlines.

In the September 12th, 2016 edition of USA Today, Donovan Slack does his best to explain that Secretary McDonald disregarded the laws and rules after the previous Secretary of the VA, Erik Shinseki, had to fall on his sword after the January debacle at the Phoenix VA Hospital where 20 veterans were killed.  That may sound harsh, but that was the result of patients dying waiting for care that either wouldn’t or couldn’t be given in time.  

The new Secretary McDonald promised to fix things.  One of the fixes was going to be that veterans who couldn’t receive treatment could go outside the VA for treatment in the private sector.  He then made it extremely difficult for veterans to do just that, and subsequently that the VA wasn’t so bad because not that many veterans were going for outside care.  Of course no consideration was given to the fact that it was very difficult for the veteran to get that outside care.  No, it couldn’t have been that!

The VA had even entered information to a National Database.  The theory being that veterans could compare the VA to the private sector.  Health and Human Services (HHS) set this up and included things like time of service, death rate, re-admission, and other measures of quality for public and private in a VA facility.  

Congress passed a law mandating the VA to submit even more data.  Regardless of this, Secretary McDonald I guess, chose to stop providing the data as of July 1st of this year.  The VA blamed HHS for why they pulled the plug.  HHS has declined to comment, and in a separate move in February the VA took down its own site that showed VA Hospitals side-by-side in a quality comparison.  That site simply went blank.  The VA spokesman, Joe Francis, tried to explain this in the usual VA circular bovine scatology, but even he admitted that he couldn’t defend the current system.

The system was to be finished, and up and running in February of 2015.  It would be really easy to take a cheap shot and compare Secretary McDonald to Ronald McDonald, but that wouldn’t be fair because Ronald has some big shoes to fill.  Besides that, Ronald successfully serves 68 million of his clients each day!

Camp LeJeune Toxic Water

In early September, VA proposed a Federal Rule to create presumptive service connection for veterans, Reservists, and National Guard members who served at least 30 days of active duty on Camp Lejeune from August 1, 1953 to December 31, 1987. The rule is open for public comment through October 11, 2016.
Veterans and their families who lived or worked there during this time were exposed to drinking water contaminated with industrial solvents, benzene, and other chemicals. Let your voice be heard if you or anyone you know served during this time and suffer from the following heath conditions:
Adult leukemia
Aplastic anemia and other myelodysplastic syndromes
Bladder cancer
Kidney cancer
Liver cancer
Multiple myeloma
Non-Hodgkin's lymphoma
Parkinson's disease

There is an existing law, established in 2012, where VA provides free health care for other medical conditions to veterans who served at least 30 days of active duty at Camp Lejeune from January 1, 1957 and December 31, 1987:
Esophageal cancer
Breast cancer
Kidney cancer
Multiple myeloma
Renal toxicity
Female infertility
Non-Hodgkin's lymphoma
Lung cancer
Bladder cancer
Myelodysplastic syndromes
Hepatic steatosis
Neurobehavioral effects

Family members of veterans who also lived on Camp Lejeune during the qualifying period are eligible for reimbursement of out-of-pocket medical expenses related to the 15 covered health conditions.

Military Order of the Purple Heart Fundraiser

On Sunday, October 2nd, 2016 from 11:00 am. -  3:00 p.m., the Letizia Brothers of Rockland, Inc., will present a Classic Car Show to raise funds for the Rockland Chapter #120 of the Military Order of the Purple Heart.  Chapter #120, Military Order of the Purple Heart, is currently on a mission to pay homage to those who have and are serving in America's longest war, Iraq and Afghanistan, by creating a County memorial, which will be located near the Hudson River Haverstraw 9/11 site, and designed by the cadets of West Point.  Help us to help make this mission a reality!

Vincent J. Troiola Elected National Vice Commander

CINCINNATI--(BUSINESS WIRE)--A Navy veteran from New City, N.Y., was elected national vice commander of the 2.2-million member American Legion during the organization’s national convention in Cincinnati today.

Vincent J. Troiola, a life member of American Legion Post 1682 in New City, served in the U.S. Navy from 1969 to 1974. He has held various offices at every level of The American Legion, including department (state) commander of New York from 2010-2011. He is the current chairman of the Department of New York American Legion Centennial Task Force for the Future and is a member of the faculty of the American Legion College of New York. At the national level he served as a member of the Membership and Post Activities Committee and the National Security Commission.

Troiola retired from Estate Motors Mercedes-Benz where he was the director of Service and Parts Operations. Troiola has served locally on the Veterans Service Advisory Board and the Military Academy Review Board for former U.S. Rep. Benjamin Gilman.

He is married to Saveria (Savy) T. Troiola. They have two grown children and two grandchildren. They are very supportive of his working with the various veteran service organizations. He enjoys playing golf and collecting die cast model cars and trucks.  Troiola is one of 12 national officers.

Alternative Veterans' Tax Exemption Legislation

Governor Andrew M. Cuomo recently signed legislation to allow New York City to extend the alternative veterans' tax exemption to school taxes. "Our veterans answered the call to protect the freedoms that this state and this nation were founded upon and this exemption is just one small way to thank them for their service," Governor Cuomo said. "I'm proud to sign this measure and close the loophole that denied New York City veterans the opportunity to receive the same benefit as their peers in every other part of the state."  In 2013, the Governor signed legislation to allow school districts across the state to provide the alternative veterans’ exemption against school taxes. However, since the City of New York does not have a school board, there was no mechanism to grant this relief to veterans in the five boroughs. 

This legislation (A.9688 / S.7121) reforms this inequity and allows the New York City Council to pass a local law to extend the alternative veterans’ tax exemption to school taxes.

Combat Vet ID Cards Available
Combat Veteran ID Cards are now available.  If you are a combat veteran, you can get this card at the County Clerk's Office which is located at 1 South Main Street, Suite 100, New City, New York 10956.  To apply for the Combat Veteran ID Card, or the F.A.V.O.R. card for all veterans, if you don't already have one, bring your DD214 to the County Clerk's Office.  

They'll take your photo and make up a card for you. You can contact the County Clerk's Office at (845) 638-5076 or call the Veterans Service Agency of Rockland County at 845-638-5244. 

This new Combat Veteran ID Card offers all of the same benefits as the F.A.V.O.R. (Find and Assist Veterans of Record) card, which includes almost 1000 discounts to Rockland's veterans, but this new CVID card has specific advantages. The CVID card is co-sponsored by the Rockland County Police Benevolent Association and will be recognized by our local law enforcement agencies. So if you ever get pulled over, along with your license, registration, and insurance card, show the police officer your Combat Vet ID card so he knows you're an in-country vet.

Veterans Showing Support for Law Enforcement

Reflective stickers with the Thin Blue Line American Flag are available to veterans for free in the Rockland County Veterans' Office.  If veterans would like to show their support of our law enforcement community by displaying one of these stickers, just bring your DD214 to the Veterans Service Agency, located at 20 Squadron Blvd., Suite 480, New City, New York 10956.

Displaying the USA Flag with the thin blue line shows support of our brothers and sisters in law enforcement.  The Thin Blue Line represents the relationship of the police in the community as the protectors of the citizenry from the criminal element.

It signifies those men and women who are willing to give their life for the peace and harmony of the community they serve. 

No-Cost Flu Shots For Veterans

Free flu shots for veterans are available at Kearsing & Edwards American Legion Post 1600, 20 Station Road, Pomona, New York.  The flu shots will be sponsored by Walgreen's Pharmacy in Suffern, New York on Saturday, October 15th, from 1:00 p.m. - 4:00 p.m.  Bring your VA card, Photo I.D. and your insurance card.  For further information, call the Legion Post at 845-354-9785.
VA Retail Immunization Care Coordination Program
VA and Walgreens are national partners, providing no-cost flu shots to enrolled Veterans of the VA health care system. Enrolled Veteran patients nationwide have the option of getting their flu shot at any of Walgreens’ 8,000 locations in addition to their local VA health care facilities. Walgreens has the capability to electronically send vaccination information to the VA electronic health record (EHR).  The VA-Walgreens national partnership is part of VA’s eHealth Exchange project. Last year’s national pilot program ensured that many Veterans got their no-cost flu shot at their local Walgreens, satisfying their wellness reminder because they either found it more convenient or did not have a scheduled appointment at a local VA health care facility.

Wednesday, October 5th, 2016:  In honor of Clarkstown’s 225th anniversary, Supervisor Hohmann has created a committee of local historians, residents, and Town staff to coordinate the 225th Anniversary Historical Exhibit for the Town of Clarkstown's 225th Anniversary. Opening Night will be held on Wednesday, October 5, 2016, at 7:00 p.m. at the Clarkstown Town Hall, 10 Maple Ave., New City 10956 and the exhibit will remain open Monday through Friday, 9:00 a.m. to 5:00 p.m. until December 2016.  All are welcome to view the exhibit.  The exhibit represents 10 themes which encompass Clarkstown’s rich history consisting of photographs, artifacts, and documents that have been generously donated or loaned to the Town.   Also on display, will be artwork and essays from Clarkstown students. For Clarkstown history month, the Town is also sponsoring a lecture series throughout the month of October.  Information on the lecture series can be found on the Town of Clarkstown website at:

The New York State Department of Labor announces that Joint Apprenticeship and Training Committee for the New York City District Council of Carpenters will conduct a recruitment from July 13, 2016 through June 14, 2017 for 40 carpenter (piledriver/dockbuilder) apprentices; 25 linoleum, resilient tile, and carpet layer apprentices; and 10 cabinet maker apprentices.

The Rockland County Iraq and Afghanistan Memorial and Monument will honor those from Rockland who served in those two theaters of war, whether in the Persian Gulf War, Operations Iraqi Freedom, New Dawn, or Inherent Resolve in Iraq, or Operations Enduring Freedom or Freedom's Sentinel in Afghanistan - particularly those who gave their lives.
It is being designed by cadets from the United States Military Academy at West Point and, with the support of the County of Rockland, will be located in Haverstraw Bay County Park nearby to the Rockland County 9/11 Memorial.  It is currently scheduled to be completed by Memorial Day 2017.
The content, design, and visuals of the memorial and monument is guided by, and will be approved by, a committee made up of local veterans of these conflicts.
Chapter 120 of the Military Order of the Purple Heart is accepting tax-free donations in support of this memorial and monument and providing a structure through which to coordinate and arrange for its construction.  For further information, please call 845-371-7605 or visit our website at: 

New Veterans Assistance Program
We are announcing a new veterans' assistance program - Military Mondays – a new pro bono clinic offering free legal help (and coffee) to veterans looking to apply for SSD/SSI benefits.  Clinics will be held once a month, by appointment, at a Starbucks in Midtown Manhattan.  Military Mondays is a collaboration between Skadden, Marsh & McLennan Companies, Starbucks, Legal Services-NYC, and Goldman Sachs.  Veterans should call the hotline for appointments and more information.  If you or your organization would like more information please contact: Kymm Walker, Pro Bono Coordinator, Marsh & McLennan Companies via e-mail: or Brenna DeVaney, Pro Bono Counsel, Skadden via e-mail:

Rockland County Marine Corps League Auxiliary

The Rockland County Marine Corps League Auxiliary continues its on-going campaign - Pet Rescue - to reunite our troops with pets they may have had to leave in Afghanistan. Cans and bottles (no glass bottles) that can be recycled for cash, may be brought to Kearsing Edwards American Legion Post 1600, 20 Station Road in Pomona, New York. They are collected by ARC Pet Rescue volunteers and recycled. Contributions for the Pet Rescue Project are also welcome! The funds pay for food and water to sustain pets on their journey home; their transportation is free. For more information contact Chairman Dale Fisher 845-304- 3595.

Rockland County Marine Corps League - MASH Unit

We regularly receive donations of handicap assistance equipment for disabled veterans from people who want to help.  Our donated equipment is available for free to military veterans and their families.  The items include the following:

  • Manual Wheelchairs
  • Lifts
  • Walkers
  • Bath Chairs
  • Transfer Benches
  • Braces
  • Crutches
  • Canes

RockVets has a live call-in talk show on Rockland County's local radio station - WRCR 1700 AM dial. This live show is hosted by Jerry Donnellan.  We encourage you to call-in and ask any questions you may have relating to veterans or the military.  This is also a good opportunity to promote any upcoming events for your organization that would be of interest to the veteran/military community.
